JOB DE SCRIPTION WATER DISTRIBUTION OPERATIONS COORDINATOR WATERWORKS Human Resources Department 700 Town Center Drive, Suite 200 Newport News, VA 23606 NEWPORT NEWS, VA Phone: (757) 926-1800 CITY OF OPPORTUNITY Fax: (757) 926-1825 GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, this position is responsible for coordinating, scheduling, and assigning work to several crews.
Reports to a Water Distribution Superintendent.
ESSENTIAL JOB FUNCTIONS Coordinates with Crew Supervisors, developers, contractors, and relevant parties to schedule several crews of skilled workers installing, maintaining, and repairing water services, pipelines and related components of the water distribution system; monitors water quality; assists with resolving operation difficulties; ensures materials and supplies are available; coordinates requests for emergency or unscheduled work; ensures all required permits are issued.
Performs administrative work to include compiling and maintaining time and production records, generating and monitoring work orders, material requests and work progress, and required logs and reports.
Performs contract administration, researches drawings and tap information, and performs specialized tasks as assigned.
Responsible for the effective supervision and administration of the crew supervisor(s) including budget preparation and monitoring, selection, training, performance management, employee relations, prioritizing and assigning work and related activities.
Ensures the safety of City equipment, private property, and others by following proper safety procedures, watching for overhead utility lines, and checking for traffic and underground utilities; performs routine checks and preventive maintenance on equipment; identifies and reports equipment malfunctions; cleans equipment as needed.
Performs other duties as assigned.

REQUIRED KNOWLEDGE • Water Utility and Distribution Management – Knowledge of water utility organization and operations as well as the principles, practices and methods utilized in the treatment and distribution of service water in a public water supply system.
• Supervision – Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
Page 1 of 3 Revised: 08/01/2015 • Equipment Operation – Thorough knowledge of the proper procedures for operating, inspecting and maintaining assigned equipment.
Knowledge of traffic laws and regulations governing the operation of equipment.
• Safety - Knowledge of occupational hazards, safety precautions, and safety regulations related to equipment operation, hazardous materials, traffic patterns and conditions, and other work related precautions.
REQUIRED SKILLS • Computer Skills – Utilizes a personal computer with word processing, spreadsheet, and related software to effectively complete a variety of administrative tasks with reasonable speed and accuracy.
• Interpersonal Relationships/Customer Service – Develops and maintains cooperative and professional relationships with employees, representatives from other departments and organizations, and the public.
• Judgement/Decision Making –Uses logic and reasoning to understand, analyze, and evaluate situations and exercise good judgment to make appropriate decisions.
REQUIRED ABILITIES • Communication – Ability to communicate ideas and proposals effectively, including the preparation of reports and logs.
Ability to listen and understand directions, information and ideas presented verbally and in writing.
Ability to handle a variety of customer service issues with tact and diplomacy and in a confidential manner.
• Coordination of Work – Ability to establish and implement effective administrative programs and procedures.
Ability to plan and organize daily work routine and establish priorities for the completion of work in accordance with sound time-management methodology.
Performs a broad range of supervisory responsibilities over others.
• Financial Management - Ability to perform arithmetic, and statistical calculations.
Ability to employ economic and accounting principles and practices in the analysis and reporting of data.
EDUCATION AND EXPERIENCE Requires a Bachelor’s Degree in Engineering or related field, 5-7 years of related experience, and 2-3 years of lead or supervisory experience, or an equivalent combination of education and experience.
ADDITIONAL REQUIREMENTS Acceptable general background check to include a local and state criminal history check and a valid driver’s license with an acceptable driving record.
This position requires satisfactory results from a pre-employment medical evaluation.
PHYSICAL REQUIREMENTS • Tasks require the ability to exert moderate, though not constant physical effort.
• Some combination of climbing and balancing to include climbing ladders, stooping, kneeling, crouching, and crawling.

SENSORY REQUIREMENTS • Some tasks require the ability to perceive and discriminate sounds, odors, depths, textures, and visual cues or signals.
• Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, fumes, temperature and noise extremes, unsafe structures, confined spaces, machinery, vibrations, traffic hazards, heavy equipment, bright/dim lights, water hazards, hazardous chemicals, disease, or pathogenic substances.
