JOB DESC RIPTION RESIDUALS OPERATIONS SUPERVISOR Human Resources Department WATERWORKS 700 Town Center Drive, Suite 200 Newport News, VA 23606 Phone: (757) 926-1800 Fax: (757) 926-1825 NEWPORT NEWS, VA CITY OF OPPORTUNITY GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, this position is responsible for overseeing the operation and maintenance of the residuals handling and processing facilities, land application program, and treatment and monitoring of the recycle streams and discharges for the two surface water treatment plants while serving as the supervisor of the Facilities Residuals Operators.
Reports to the Operations Support Superintendent.
ESSENTIAL JOB FUNCTIONS Responsible for the effective supervision and administration of the Residuals Facility Operators including selection, training, performance management, employee relations, prioritizing and assigning work and related activities.
Supervises shift operations to ensure all policies, procedures and practices are followed.
Performs technical and administrative work in support of the residuals program to ensure efficient operations and conformance to treatment goals and standards; serves as technical advisor to resolve any problems or issues.
Assists in the development and updating of operating manuals and standard operating procedures.
Orders, receives, and maintains an inventory of various chemicals and supplies.
Compiles and analyzes data, prepares reports, daily logs, correspondence and related administrative documentation.
Operates Residuals facilities equipment, a tandem dump truck, front-end loader, land application vehicle, and other motorized equipment as necessary to haul residuals to land application sites and apply de-watered residuals.
Coordinates equipment repairs by determining source of problem, response level and follow-up for completion.
Performs other duties as assigned.

Page 1 of 3 Revised: 04/01/2021 REQUIRED KNOWLEDGE  Residual Operations – Knowledge of the principles and practices of residuals pumping and dewatering including centrifuge operations as well as the operation of pressure filters including valves, operators, and control devices.
 Water Treatment - Thorough knowledge of water quality and water treatment process operations.
 Equipment Operation - Knowledge of the proper procedures for operating, inspecting and maintaining assigned equipment as related to residuals treatment and distribution.
REQUIRED SKILLS  Interpersonal Relationships/Customer Service – Develops and maintains cooperative and professional relationships with employees, representatives from other departments and organizations.
 Judgement/Decision Making –Uses logic and reasoning to understand, analyze, and evaluate situations and exercise good judgment to make appropriate decisions.
 Technology – Ability to utilize personal computer applications to include database administration, word processing, spreadsheet, SCADA and related software.
REQUIRED ABILITIES  Communication – Ability to communicate complex ideas and proposals effectively so others will understand.
Ability to listen and understand information and ideas presented verbally or in writing.
 Coordination of Work –Ability to plan and organize daily work routine.
Establishes priorities for the completion of work in accordance with sound time-management methodology.
Performs a broad range of supervisory responsibilities over others.
 Financial Management - Ability to perform arithmetic, and statistical calculations for use while performing laboratory analysis and reports.
Ability to employ economic and accounting principles and practices in the analysis and reporting of data.
EDUCATION AND EXPERIENCE Requires an Associate’s Degree in Environmental Science or related field and 5-7 years of experience in water/wastewater operations with 2-3 years of lead or supervisory experience preferred, or an equivalent combination of education and experience.
ADDITIONAL REQUIREMENTS Acceptable general background check to include a local and state criminal history check and a valid driver’s license an acceptable driving record.
Must obtain a Commercial Driver’s License (CDL) permit prior to employment and complete the practical portion of the CDL test within 60 days of employment.
This position requires satisfactory results from a medical and audio evaluation, respirator clearance, as well as pre- employment substance abuse testing and is subject to random alcohol and controlled substance testing.
Page 2 of 3 Revised: 04/01/2021 PHYSICAL REQUIREMENTS Requires medium to heavy work that involves frequent walking, standing, sitting, kneeling, squatting, stooping, and climbing, with occasional lifting, gripping, and pushing and raising objects and exerting between 20 to 50 pounds of force as well as routine keyboard operations.
SENSORY REQUIREMENTS The job requires normal visual acuity, field of vision, hearing, and speaking.
ENVIRONMENTAL EXPOSURES The job may risk exposure to bright/dim light, dusts and pollen, extreme temperatures, wet or humid conditions, noise, noxious odors, traffic, moving machinery, electrical shock, or hazardous chemicals.
