*Position Summary / Responsibilities:* * Administers, extends, negotiates and terminates standard and nonstandard contracts.
* Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
* Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
* Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.
*Knowledge, Skills, and Ability:* * Complete understanding and application of principles, concepts, practices, and standards.
* Full knowledge of industry practices.
Independently demonstrates the skill and ability to perform fairly complex professional tasks.
* Develop solutions to a variety of complex problems.
May refer to established precedents and policies.
* Performs fairly complex tasks and participates in determining objectives of assignment.
* Plan schedules and arranges own activities in accomplishing objectives.
* Work is reviewed upon completion for adequacy in meeting objectives.
* Exerts some influence on the overall objectives and long-range goals of the organization.
* Erroneous decisions or failure to achieve objectives would normally have a serious effect upon the administration of the organization.
* Represents organization as a prime contact on contracts or projects.
* Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.
* May develop and deliver presentations.
*Requirements:* * Bachelor’s Degree and 6 years of experience.
* Master’s Degree and 4 years of experience.
* A relevant professional certification can be substituted for a Bachelor’s Degree.
* An Apprentice Certificate or graduation from Navy Nuclear Power School can be substituted for Bachelor’s degree.
* Solid knowledge of Government Contract Administration principles, FAR, DFARs, NMCARCs, Cost and Pricing * Superior communication skills, candidate is required to interact with various internal and external stakeholders at various levels, to include upper management.
* Excellent organizational and customer service skills with a strong attention to detail * Strong analytical and critical thinking skills * Current/prior shipbuilding knowledge/experience is a plus.
* NCMA certification is a plus.
* Master’s Certificate or Degree in Acquisition & Contract Management (or equivalent) is a plus.
