ENGINEERING SPECIALIST
(ASSET SUSTAINABILITY-VERTICAL ASSETS)

GENERAL STATEMENT OF RESPONSIBILITIES
Under general supervision, this position is responsible for the oversight and management of a variety
of public improvement and related projects.
Reports to the Engineering Supervisor.
There are three (3) levels of this position distinguished by the level of work performed and the qualifications of the employee.
ESSENTIAL JOB FUNCTIONS Performs technical work, contract administration and project management for public improvement and utilities projects related to water treatment plants, pump stations, water distribution storage tanks, and dams.
Work includes ensuring conformance with design specifications, site specific issues, and established accounting practices; assists with preparing engineering agreements, construction contracts, specifications, technical reports and design specifications as well as proposals, contract bid documents, and change orders.
Coordinates technical work such as evaluation reports, agreement modifications, and recommendations with City, State, and Federal agencies, consultants, and contractors.
Performs inspections of public improvement, utilities projects and other facility construction projects; ensures construction methods and materials are appropriate as submitted and ensures compliance with project plans and specifications; reviews approved site plans and monitors compliance with City standards and applicable regulations and ordinances; verifies submitted materials are incorporated into the work; makes modification recommendations; ensures completion of projects within established schedules.
Inspections include but are not limited to compliance with regulations.
Completes work orders, status reports and other related tracking documentation; prepares reports and tracks redevelopment of sites under existing and proposed agreements.
Assists with development of responses to cost, design or ordinance issues.
May serve as lead worker.
Performs other duties as assigned.

• Project Management – Comprehensive knowledge of organizing, planning, coordinating, managing and directing administrative functions, planning processes and technology projects.
• Safety - Thorough knowledge of occupational hazards, safety precautions, and safety regulations related to construction operations.
REQUIRED SKILLS • Computer Skills – Utilizes a personal computer with AutoCad, word processing, and related software to effectively complete a variety of administrative tasks with reasonable speed and accuracy.
• Interpersonal Relationships/Customer Service – Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from other departments and organizations.
• Judgment and Decision Making — Evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving complex matters.
Considering the relative costs and benefits of potential actions to choose the most appropriate one.
REQUIRED ABILITIES • Time Management – Ability to plan and organize daily work routine.
Ability to establishe priorities for the completion of work in accordance with sound time-management methodology and estimated schedules.
• Communication – Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation and review of engineering plans and specifications, reports, agendas, and policies.
Excellent ability to listen and understand information and ideas presented verbally and in writing.
• Financial Management – Ability to perform arithmetic, algebraic, and statistical applications to perform purchasing and financial transactions.
Ability to employ economic and accounting principles and practices in the analysis and reporting of budgeting data.
EDUCATION AND EXPERIENCE Engineering Specialist I - Requires an Associate’s Degree in a related field and 3-5 years of related experience, or an equivalent combination of education and experience.
Engineering Specialist II - Requires an Associate’s Degree in a related field and 5-7 years of related experience, or an equivalent combination of education and experience.
Engineering Specialist, Senior - Requires a Bachelor’s Degree in Engineering Technology and 5 – 7 years of related engineering support experience or an equivalent combination of education and experience.
1-2 years of lead experience preferred.

This position requires a pre-employment audio exam.
PHYSICAL REQUIREMENTS • Tasks require the ability to exert very moderate physical effort in light work.
• Some combination of stooping, kneeling, crouching and crawling.
• Some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (10-20 pounds).
SENSORY REQUIREMENTS • Some tasks require the ability to perceive and discriminate sounds, depth, textures, and visual cues or signals.
• Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, weather, fumes, temperature and noise extremes, hazardous materials/chemicals, or traffic hazards.
